            It's about to get a little bit harder to rent out your property for tourism purposes, particularly if you plan of registering a new property. In 2025, the law for registering apartments for tourism purposes will be changed in the following ways:
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ol&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        &lt;span&gt;&#xD;
          
             The new law will require that 80% of the property owners in your apartment block will be required to provide approval for your apartment to be listed as a short-term rental. This only counts for new property being registered in the market.
            &#xD;
        &lt;/span&gt;&#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        &lt;span&gt;&#xD;
          
             Property tax will now be applied on a m2 rate as confirmed by each local government. It's suggested that a fee between 0.60 euros to 8 euros per m2 will be applied to each property. There are some exemptions to this rule as follows; a property is exempt if someone lives in the property for more than 10 months of the year (either owner or tenant. Properties are also exempt if they are used for commercial activities or if the property is uninhabitable.
            &#xD;
        &lt;/span&gt;&#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ol&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            The main reason for implementing the 2 new laws is to address Croatia's current housing issue as around 40% of the current housing available is used for short term rentals, instead of long term rentals which in turn is reduce the availability of long-term rentals for locals and hiking up the price which is pushing the locals to move out from the bigger cities.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

Croatia is not as digital as one would expect, therefore you can’t always find every property that is for sale online.

An example being; If you are purchasing a property you intend to rent out, you want to make sure it isn’t next to a night club or loud bar which isn’t listed on the maps or in the description (sometimes these facilities are bordered up in winter, therefore you won’t know unless you thoroughly check.)

A big thing to note that we are experiencing in the current market is workers looking for large scale jobs, over small renovations – therefore it’s good to know your options on this matter before proceeding with the sale. Renovating a property on an island is achievable through thorough planning and sufficient understanding of the timescales that are achievable.

            The client came to us with a small space consisting of 2 small rooms each with a full height double glazed door which led to a joint balcony and a bathroom. The client advised she wanted to use this space as a tourist rental as it was situated near the beach and she believed the view and light space would make for a successful tourist investment. With that in mind, we decided to reconfigure the space by removing the wall between the 2 rooms to allow more light in from both doors and provide more space in the room to move and furnish the room. This allow us to be able to add a small walk in wardrobe for storage and a partially equipped kitchen.

            Functionality is always a priority when designing an apartment. If the functionality of the apartment is set up from the get go, there won't be a requirement to revisit the renovation in a years time. We were required to utilize the space we had for the studio, providing maximum functionality within a minimal design apartment. This included:

             Storage cupboard outside the apartment in the hallway, to allow for less clutter inside the apartment

             Equip kitchen over a kitchenette, again to allow for longer tourist stays as there is an oppurtunity to cook at home instead of always eating out

           Croatia is currently hot property - especially along the coastline where everyone would like an apartment close to the beach or a property for tourism purposes to earn some extra income. Prices are rising and properties are being snatched up quickly - but is there a certain time of the year to look at buying property?

           The answer is yes, the best time to look at buying property along the Dalmatia coast is specifically just after the summer season. Tourism has started to slow down therefore property owners who invested in tourism rentals have a better understanding of their earnings and whether their property was profitable enough to valid keeping the property for tourism in the next year or selling the property for a profit.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Another reason for owners to sell their property is the level of management and time they have provided over the summer and if that’s something they want to do for another year. Owners aren't always happy with the time they need to allocate to respond to tourism bookings (like Airbnb, booking.com etc), organising cleaning and check in.

            Due to successful tourism in Split and Croatia last year, this promoted more properties to be converted into short term rentals with over an additional 1,000 short term rentals being added to the market in 2023 in Split. The increase in available tourism rentals has created in increase in unoccupied tourism properties which will either lead to owners seeking long term tenants or selling up! This increase in unoccupied properties has also been fuelled by the increase of prices throughout all tourism sectors in Croatia e.g., cost to dine out, for tours, general groceries etc. I personally believe the cost-of-living crisis we are currently experiencing is another reason properties are unoccupied in Split, as tourists are holding onto their pennies and looking at accommodation outside the city centre as to save money.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;

            Further to the above, another key reason the properties have been unoccupied is due to mispricing of properties by owners - so don't let this deter you if you are considering in investing in Split!             Depending on the complexity of the submission, size / value of the property and thoroughness of the documentation, the approval process can take anywhere from 60 days to many months. This needs to be taken into consideration when looking for a property as depending on the current market, if the demand is high and supply is low, the seller could reject your offer based on unwillingness to wait.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

Many sellers will not agree for a clause to be included to allow you to receive your deposit back if the application is rejected - but this is just something to keep in mind during the negotiations.             Buying an old property and renovating it to your own style and taste can always be a great experience and opportunity to showcase your own personal design. There are many things to consider when renovations are required.

There are key items that are on long lead times in dalmatia due to supply and demand like carpenters, kitchens, tilers and builders in general.

            Carpenters are hard to come by and most have secured all there jobs that need to be completed for summer by the end of the previous year. Most large kitchen companies will give you a 3 - 4 month lead time estimate. The long lead time also applies to bespoke windows and glass doors. If you are able to put in a modular kitchen from Ikea, Lessnina, Prima etc this could be an easy solution - provided you are able to do a bit of handy work, arrange a basic layout and put together some flat packs!

Finding trades to complete these works can be tiresome but also rewarding as when you manage to find one local to complete the works for a reasonable price they will know other trades that they can recommend to you.

            Another thing to consider is if you will be in Croatia during the renovations or if you will be abroad managing the renovations. It is highly recommend that you are at your renovation daily making sure the tradesman are doing as requested. Tradesman normally take on a few jobs at a time, and spend a day at one and a day at another typically. Therefore, by being present during the process this can cut down the time it takes for the works to be completed.

            There are many things to consider when deciding which city to live in in Croatia. The key items to consider being lifestyle, work and property availability/ price.

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

      &lt;span&gt;&#xD;
        
            Firstly, you need to decide what attracted you to Croatia, was it the beautiful sea, the historic builders, the European culture or the pomalo (slow) living. Zagreb is the capital of Croatia and definitely the European hub of Croatia. It has the vibes of a busy but stylish city, where everyone is in a rush to get somewhere but sometimes people thrive and enjoy the excitement of always having somewhere to be. Cities like Dubrovnik, Split and Rijeka are a lot more relaxed and pomalo, which can make you feel like days are sometimes on repeat, from sitting with your friends having coffee daily or simple strolls through the town.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            A big factor that will need to be considered when moving to Croatia is whether you are a digital nomad or looking for work in Croatia. The average monthly wage in Croatia is estimated at 1,150 euros but is significantly lower along the coastal towns as the work is seasonal. It is normal for employees to work during the summer in a tourism or hospitality role starting from around April/May and ending in September/October. You can still find regular jobs in these cities but they are far and few and lower salaries compared to Zagreb.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

            In Zagreb there are more opportunities in a regular corporate role as most businesses have set up their head offices in this location. In the last few years, Zagreb has become more affordable to live in compared to Split and Dubrovnik as more of the apartments and houses along the coast are being used as tourism lets, therefore it's hard to find a long term rental. Deciding whether you want to buy or rent in Croatia is another factor to consider when moving as the prices and availability of properties vary between each city.
           &#xD;

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

            My personal recommendation would be to try out Croatia for atleast 6 months by hopping between cities and getting a feel for where you think you would want to live, buy or rent.             Njuskalo.hr is a website like facebook market place or gumtree where you can upload anything and everything that is for sale and rent. There are many properties on Njuskalo which is a good starting point for anyone who is looking. When I started searching for my first apartment, I sent out enquires to about 200 ads and in total receive about 6 responses. From those 6 responses, 2 were useful and the others sent me further pictures of the properties and it became quite clear that the ad didn't show the true state of the apartment that was for sale. Njuskalo is still a good tool to use when searching for a property, but it is good to do some further research on pricing of apartments in the area you're looking to buy and what to expect.
           &#xD;

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

            Another tool for finding a property in Croatia is going straight to various real estate agents and contacting them directly through ads on there website or via phone. I found this one of the more useful tools to use, as once I was connected to an agent it was easier to advise them what I was looking for and to receive ads directly from them that suited my preferences. I would recommend doing your research and searching who are the top real estates companies in your area and going directly to them/their website.

    &lt;span&gt;&#xD;

            Knowing someone or hearing about a property through 'word of mouth' is always the cheapest and easiest way to find a property to purchase. Most people in Croatia don't want the hassle of dealing with an agent when selling their property and would rather a quick sale, it is normal for them to advise others they know that they are selling a property and to let anyone looking for a property know. This is easy enough if you are a local or have integrated into the local community, but if you are new to Croatia or looking for properties before you arrive in Croatia, this is not an option.

Depending on the current market the seller might not be willing to wait this duration. There is an alternate option of purchasing through a company but this can be costly due to the upfront and ongoing costs required.
